Quick answer
Malaysia Budget 2027 is most relevant to personal finances through five channels: individual tax relief and selected tax-rate changes, STR and SARA assistance, the minimum wage, gig-worker and retirement protection, and support for healthcare and first-home purchases.
An announcement is not the same as an application that is open today, and it is not a guaranteed monthly increase for everyone. Tax measures relate to Year of Assessment 2027 and still need final legislation, guidance and system updates. Assistance depends on eligibility and official records. The new minimum wage is scheduled from June 2027; MediAsas is planned for a nationwide launch in January 2027; and first-home stamp duty support depends on the sale-and-purchase agreement date and other conditions.
Use your gross basic monthly salary to find the relevant guide, then test the policy against your chargeable income, cash flow, debt, protection and housing plans.
Who this salary series is for
These bands are a reading shortcut based on gross basic monthly salary before EPF, SOCSO, tax, bonuses and other income. They are not tax brackets. Bonuses, commissions, rental income, dividends, household details and eligible reliefs can change the actual outcome.
| Gross basic monthly salary | Start with |
|---|---|
| Below RM3,000 | Minimum wage, STR/SARA, cash flow and social protection |
| RM3,000–RM5,999 | Assistance, tax relief, first-home costs and basic medical cover |
| RM6,000–RM9,999 | Chargeable income, the 18% and 24% bands, family reliefs and protection |
| RM10,000 and above | Chargeable-income structure, tax planning, healthcare, retirement and concentration risk |
Budget 2027 at a glance
| Measure | What was announced | What not to assume |
|---|---|---|
| Personal income tax | Individual and dependent relief proposed to rise from RM9,000 to RM12,000; the RM70,001–RM100,000 and RM100,001–RM150,000 chargeable-income bands are proposed at 18% and 24% | RM12,000 relief is not RM12,000 cash |
| STR and SARA | 2027 allocation raised to RM16 billion; eligible STR recipients may receive up to RM150 a month in SARA; non-STR recipients aged 18 and above are included in two RM100 SARA MADANI payments | Assistance is conditional, not permanent salary |
| Minimum wage | RM1,700 to RM2,000 from June 2027; MSMEs with annual sales below RM50 million are stated to be exempt | Not everyone receives an automatic RM300 raise |
| Gig and self-employed protection | SOCSO matching of 35% for e-hailing/p-hailing workers, rising to 50% when the platform also contributes; 70% matching for self-employed people in 17 non-mandatory sectors; EPF matching for some gig workers up to RM600 a year and RM6,000 lifetime | Matching depends on final rules and sustainable contributions |
| MediAsas | Planned nationwide launch in January 2027; BNM describes a voluntary, standalone basic medical insurance/takaful plan | Basic cover is not automatically a full medical card |
| First-home stamp duty | 100% exemption proposed up to RM500,000; for RM500,001–RM750,000, the first RM500,000 is 100% exempt and the balance 50% exempt | It reduces some transaction costs, not the house price or instalment |
1. Tax: chargeable income matters more than salary
Budget 2027 proposes increasing individual and dependent tax relief from RM9,000 to RM12,000 from Year of Assessment 2027. This reduces income used in the tax calculation; it is not a RM12,000 cash refund.
If the additional RM3,000 relief falls in an 18% marginal band, the theoretical tax effect is about RM540. At 24%, it is about RM720. The actual result depends on chargeable income, other reliefs, rebates and tax payable. If there is little tax to reduce, the value of the extra relief is smaller.
The Budget also proposes 18% for chargeable income from RM70,001 to RM100,000, 24% for RM100,001 to RM150,000, and a 30% rate for chargeable income above RM1 million. These rates apply to the relevant portions of chargeable income, not to your whole gross salary. Use the final legislation, HASiL guidance and filing system when filing.
Other proposed relief expansions cover care for parents and grandparents, postpartum care, sports shoes, education and skills training, AI software subscriptions, and pet adoption and veterinary services through registered providers. Confirm eligibility and keep evidence; do not buy something you do not need just to obtain a deduction.
2. STR, SARA and SARA MADANI: separate support from permanent income
The combined STR and SARA allocation is proposed to rise to RM16 billion in 2027. Eligible STR recipients may receive SARA of up to RM150 a month, or RM1,800 a year, subject to category and official records.
Non-STR recipients who are Malaysian citizens aged 18 and above are included in two RM100 SARA MADANI payments: one scheduled ahead of Aidilfitri and the other in conjunction with the 70th National Day. The official Budget does not set these out as fixed February and August payments, so avoid publishing those months as a confirmed timetable.
SARA use is also extended to fresh and perishable goods at 216 FAMA farmers’ markets and tamu nationwide. It can reduce essential spending for eligible households, but it should not be built into a long-term budget as guaranteed monthly salary.
3. Minimum wage and gig work: check the income floor, then net cash flow
The Budget announcement proposes raising the minimum wage from RM1,700 to RM2,000 from June 2027, and states that more than four million workers will benefit. MSMEs with annual sales below RM50 million are stated to be exempt to allow time to adjust their business models.
The minimum wage is an income floor, not an automatic raise for everyone. If you already earn more than RM2,000, any increase depends on your contract, role, employer policy and market pay. Once the new wage appears on an actual payslip, recalculate EPF, SOCSO, tax and regular spending before increasing a loan or instalment.
For e-hailing, p-hailing and other self-employed workers, the Budget proposes SOCSO matching, support for net income, vehicle maintenance and insurance, and EPF matching for gig workers up to RM600 a year and RM6,000 over a lifetime. SOCSO and EPF solve different problems: work-related social protection and retirement savings. Automatic EPF registration at age 18 is a starting point, not proof that retirement savings are adequate.
4. MediAsas: compare the cover, not only the price
MediAsas is planned for a nationwide launch in January 2027. Bank Negara Malaysia describes it as a voluntary, standalone basic medical insurance/takaful plan rather than a social-insurance scheme. The design includes pre-hospitalisation, hospitalisation, post-hospitalisation and outpatient treatment, with cost-sharing and panel-hospital arrangements.
BNM’s current indicative target monthly premium range is about RM60–RM550 for individuals with an entry age of up to 70. Final product features and pricing will be published at the January 2027 launch, so the indicative range is not a final quote. The Budget also provides for a RM200 first-year premium subsidy per employee for SMEs with fewer than 75 workers, capped at 50 workers per company.
Compare annual limits, hospital access, co-payment, exclusions, renewal and future premium changes. If an under-55 EPF member uses Akaun Sejahtera to pay a premium, include the trade-off between lower cash spending today and lower retirement savings.
5. First-home support: check the agreement date, not just the price
For eligible Malaysian first-time buyers, Budget 2027 proposes stamp duty support for sale-and-purchase agreements executed from 1 January 2027 to 31 December 2030:
- homes priced up to RM500,000: 100% exemption on the loan agreement and instrument of transfer; and
- homes above RM500,000 but not above RM750,000: 100% exemption on the first RM500,000 and 50% exemption on the balance.
The key checks are first-home status, Malaysian citizenship, price, the relevant loan and transfer documents, and the date the sale-and-purchase agreement is executed. The exemption reduces a one-off transaction cost; it does not remove interest, maintenance, insurance, assessment, quit rent or renovation costs.
What to check and when
Budget 2027 action timeline
- Year of Assessment 2027: confirm tax reliefs, rates and qualifying expenses against final legislation, HASiL guidance and the filing system.
- January 2027: check the final MediAsas product, premium, hospital and application details at the BNM-led nationwide launch.
- June 2027: check how the RM2,000 wage floor changes your basic pay and payslip, if your job is covered.
- 1 January 2027 to 31 December 2030: first-home stamp duty support depends on the executed sale-and-purchase agreement and eligibility, not the handover date.
- SARA MADANI: look for payment notices ahead of Aidilfitri and in conjunction with the 70th National Day; do not assume the month.
Five useful next steps
- Use your salary band as a reading shortcut, but also list bonuses, commissions and other income.
- Check STR, SARA and HASiL through official portals; do not treat aid or tax relief as fixed cash flow.
- Rebuild your budget after a new salary or payment is confirmed.
- Compare medical protection on cover and long-term affordability, not just the first-year premium or tax angle.
- Test a first-home purchase without the exemption before counting the stamp-duty saving as a benefit.
Continue with the salary guides
- Below RM3,000 a month: wages, aid and protection
- RM3,000–RM5,999 a month: tax, cash flow and first-home support
- RM6,000–RM9,999 a month: chargeable income, family and healthcare
- RM10,000 or more: chargeable income, tax and long-term planning
Conclusion
Budget 2027 offers policy support, not a personal financial plan. Lower-income households should start with the wage floor, assistance and protection. Middle-income households should check chargeable income, cash flow and first-home affordability. Higher-income households should look at tax, healthcare, retirement and concentration risk together.
