Quick answer
If your gross basic monthly salary is RM10,000 or more, Budget 2027 is mainly about how your chargeable income is built, which reliefs genuinely apply, and the healthcare, retirement and concentration risks around a higher income.
Individual and dependent relief is proposed at RM12,000. The RM70,001–RM100,000 and RM100,001–RM150,000 chargeable-income bands are proposed at 18% and 24%, while a 30% rate is proposed for chargeable income above RM1 million.
Earning RM10,000 a month does not mean your chargeable income exceeds RM1 million, and the RM12,000 relief is not a RM12,000 tax saving. SARA MADANI, MediAsas and first-home stamp duty remain separate eligibility and affordability questions.
Who this guide is for
This guide covers RM10,000 or more in gross basic monthly salary before bonuses, commissions and other income. It is not a tax bracket: salary, total income, chargeable income and rebates are different concepts.
| Budget measure | What a higher-income household should check |
|---|---|
| RM12,000 individual and dependent relief | The actual tax effect, not the relief amount as cash |
| 18% and 24% bands | Whether relevant chargeable income falls in those bands |
| 30% above RM1 million | Whether chargeable income, not salary, crosses the threshold |
| Expanded reliefs | Whether care, medical, education, AI, pet and sports costs qualify |
| MediAsas | Whether there is a protection gap alongside existing medical cover |
| First-home stamp duty | Whether a one-off saving should affect a property decision |
1. RM10,000 a month is not automatically RM120,000 of chargeable income
RM10,000 a month multiplied by 12 is RM120,000 of basic salary. It does not tell you the final chargeable income. Bonuses, commissions, rental income, dividends, EPF, SOCSO, reliefs, filing status and other income can change the result.
Budget 2027 proposes increasing individual and dependent relief from RM9,000 to RM12,000 from Year of Assessment 2027. If the additional RM3,000 falls in an 18% marginal band, the theoretical tax effect is about RM540; at 24%, about RM720. The actual value depends on chargeable income and tax payable and cannot exceed the tax you otherwise owe.
2. The 30% rate is about chargeable income above RM1 million
Budget 2027 proposes a 30% rate for chargeable income above RM1 million. It does not mean a person earning above RM10,000 a month is automatically taxed at 30%, and it is not a flat 30% applied to all income.
Tax is calculated progressively. A person with a high salary may remain below the relevant threshold after deductions, while bonuses, dividends, rental income or business income can move chargeable income in a different direction.
After final tax legislation and HASiL guidance are issued, organise salary, investment, rental and business income together with reliefs and rebates. Do not plan around a headline rate alone.
3. Expanded reliefs: connect them to real family needs
The Budget proposes broader relief for care of parents and grandparents, postpartum care, sports shoes, education and skills training, AI software subscriptions, pet adoption from registered shelters and veterinary services.
These may matter to households with parent-care, education or healthcare spending. Tax relief only reduces part of the tax; it does not refund the whole cost. Confirm the person, expense, limit, payment method and evidence before claiming.
4. SARA MADANI: higher income does not settle eligibility
The Budget includes non-STR recipients who are Malaysian citizens aged 18 and above for two RM100 SARA MADANI payments: one ahead of Aidilfitri and one in conjunction with the 70th National Day. It is not RM100 every month, and the Budget does not confirm February and August as fixed months.
Use official records and final conditions rather than salary alone to assess eligibility. If eligible, treat the support as periodic assistance, not a reason to permanently raise spending.
5. Healthcare and retirement: the protection gap can matter more than a tax difference
MediAsas is planned for a nationwide launch in January 2027. BNM describes it as a voluntary, standalone basic medical insurance/takaful plan with an indicative target monthly premium of about RM60–RM550. Final cover and pricing must be checked at launch.
If you already have personal medical cover, employer benefits, spouse cover or family responsibilities, list limits, hospitals, co-payment, exclusions, renewal and premium changes. MediAsas may be a comparison point, but a tax angle does not make basic cover complete.
Higher income also does not guarantee adequate retirement preparation. Review healthcare, retirement, estate and cash-flow needs together.
6. First-home support does not replace property analysis
For eligible Malaysian first-time buyers, sale-and-purchase agreements executed from 1 January 2027 to 31 December 2030 may qualify for:
- 100% exemption on the loan agreement and instrument of transfer for homes up to RM500,000; and
- 100% exemption on the first RM500,000 and 50% on the balance for homes from RM500,001 to RM750,000.
A higher income may make a down payment easier, but calculate interest, opportunity cost, maintenance, insurance, assessment, quit rent, vacancy and resale liquidity. Stamp duty is a one-off saving, not a reason to buy beyond your plan.
What to check and when
Action timeline for RM10,000 and above
- Year of Assessment 2027: confirm the RM12,000 relief, rates and other items through final tax law, HASiL guidance and the filing system.
- When organising income: record salary, bonuses, commissions, dividends, rental, business income, reliefs and rebates separately.
- January 2027: check MediAsas final cover, premium, hospitals and application details before comparing with existing protection.
- Before buying a home: confirm first-home status, price, loan and transfer documents and the executed agreement date.
- SARA MADANI: follow the official payment notice ahead of Aidilfitri and in conjunction with the 70th National Day; do not assume the month.
Five useful next steps
- Split total income into salary, bonus, investment, rental and business income.
- Use chargeable income rather than monthly salary to estimate tax.
- Put reliefs after family needs, protection, retirement and liquidity in your decision order.
- Check existing medical protection before buying another plan for the tax angle.
- Calculate full property holding costs and liquidity, not only the stamp-duty saving.

Conclusion
For people earning RM10,000 or more, Budget 2027 is best read as a chargeable-income, protection and concentration-risk exercise. Tax relief may improve the result, but it should not drive a product or property decision.
