Quick answer

If your gross basic monthly salary is below RM3,000, Budget 2027 is more likely to affect you through the wage floor, STR/SARA, work protection and cash flow than through income-tax relief.

Budget 2027 proposes raising the minimum wage from RM1,700 to RM2,000 from June 2027, while MSMEs with annual sales below RM50 million are stated to be exempt. Eligible households and individuals can watch STR, SARA and SARA MADANI. Gig workers and self-employed people should check the SOCSO and EPF matching arrangements.

This guide uses gross basic monthly salary before bonuses, commissions, allowances and other household income. Earning below RM3,000 does not guarantee assistance or an automatic RM300 raise.

Who this guide is for

This guide is for employees, gig workers, freelancers and self-employed people with gross basic monthly salary or income below RM3,000. Assistance eligibility can also depend on household income, household size, age, records and the final rules.

Budget measureThe first question to ask
RM2,000 minimum wageIs my job covered, and is my employer exempt?
STR and SARADo my household details match the official records?
SARA MADANIAm I a Malaysian citizen aged 18 and above who is not an STR recipient?
SOCSO and EPFWhat type of work do I do, and what contribution can I sustain?
MediAsasCan I afford basic cover, and is the cover enough?
Tax reliefDo I have enough chargeable income and tax payable for it to matter?

1. Minimum wage: it may affect your pay, but it is not an automatic RM300 raise

Budget 2027 proposes increasing the minimum wage from RM1,700 to RM2,000 from June 2027. It also states that MSMEs with annual sales below RM50 million are exempt to give them room to adjust their business models.

If your basic pay is below RM2,000 and your job is covered, the wage floor may directly affect you. Check:

  1. whether your employer is within the stated exemption;
  2. how your contract defines basic salary, allowances and other payments; and
  3. how the new rule appears on your payslip once implemented.

The minimum wage is not an across-the-board increase. If you already earn more than RM2,000, your employer is not required to add another RM300 simply because the floor changes. Once pay changes, recalculate EPF, SOCSO, tax, transport, food and loan deductions.

2. STR, SARA and SARA MADANI: use support for hard-to-avoid costs

The 2027 STR and SARA allocation is proposed to rise to RM16 billion. Eligible STR recipients may receive SARA of up to RM150 a month, or RM1,800 a year, subject to category and official records.

Non-STR recipients who are Malaysian citizens aged 18 and above are included in two RM100 SARA MADANI payments: one ahead of Aidilfitri and one in conjunction with the 70th National Day. The Budget does not confirm February and August as fixed months, so follow the official payment notice.

When support arrives, prioritise rent, utilities, essentials, overdue bills, high-interest debt, a small emergency buffer, school costs or medical needs. Treat periodic assistance as support, not as permanent salary, and do not pay an unnecessary fee to someone claiming to process an application.

3. Gig workers and self-employed people: protect earning ability before chasing matching support

The Budget proposes 35% SOCSO matching for e-hailing and p-hailing workers, rising to 50% if the platform company also contributes. A 70% SOCSO matching incentive is also proposed for self-employed people in 17 non-mandatory sectors.

For e-hailing and p-hailing workers, EPF matching can reach RM600 a year and RM6,000 over a lifetime. SOCSO and EPF serve different purposes: work-related protection and retirement savings. Matching is useful, but it does not make an unsustainable contribution affordable.

With irregular income, track your average net income for three months before choosing a contribution you can keep. Automatic EPF registration at age 18 is a starting point, not proof that retirement savings are sufficient.

4. Tax relief: build cash flow first

Budget 2027 proposes increasing individual and dependent relief from RM9,000 to RM12,000 from Year of Assessment 2027, alongside selected rate and relief changes.

Tax relief is not cash assistance. If chargeable income and tax payable are low, the actual saving may be limited. Do not buy insurance, courses or other products you do not need simply to obtain a deduction. Check the final tax rules after prioritising cash flow, debt and an emergency reserve.

5. MediAsas: check the terms and long-term cost

MediAsas is planned for a nationwide launch in January 2027. BNM describes it as a voluntary, standalone basic medical insurance/takaful plan. The current indicative target monthly premium is about RM60–RM550, with final product features and pricing to be published at launch.

Compare annual limits, panel hospitals, co-payment, exclusions, renewal and premium changes. The Budget also provides for a RM200 first-year premium subsidy per employee for SMEs with fewer than 75 workers, capped at 50 workers per company. A subsidy or lower premium does not guarantee sufficient cover.

What to check and when

Action timeline for a lower-income household

  • January 2027: check the final MediAsas product, premium, hospital and application details.
  • June 2027: check your basic pay and payslip after the minimum-wage change; do not rely only on a verbal promise.
  • Before any assistance payment: check eligibility and status through the official STR and SARA portals.
  • SARA MADANI: look for notices ahead of Aidilfitri and in conjunction with the 70th National Day; do not assume the month.
  • Year of Assessment 2027: use new tax rules only after final legislation and HASiL guidance are available.

Four useful next steps

  1. List basic pay, bonuses, commissions, fixed spending and minimum debt payments.
  2. Build a small emergency buffer before adding a loan, instalment or non-essential purchase.
  3. If you are self-employed or a gig worker, track SOCSO protection separately from EPF retirement savings.
  4. Check the STR official portal and SARA official portal.

Conclusion

If you earn below RM3,000 a month, start with the income floor and cash flow, then review assistance, SOCSO, EPF and basic medical protection. Tax relief is worth understanding, but it should not replace an emergency reserve or sustainable spending plan.

Frequently asked questions

If I earn below RM3,000, am I guaranteed to receive SARA?
No. STR and SARA eligibility depends on household details, official records and the final conditions. Salary is only one input.
Will the minimum-wage change automatically give me RM300 more?
Not necessarily. Workers below the new floor whose jobs are covered may be affected. Employees already earning above RM2,000 are not automatically entitled to another RM300.
Should lower-income workers focus on the RM12,000 relief?
Understand it, but if there is little tax to reduce, the saving may be limited. Cash flow, debt, emergency savings and work protection usually come first.
Will MediAsas automatically cover every medical bill?
No. It is a basic plan. Check limits, hospitals, co-payment, exclusions and renewal terms.
