Unsubsidised Fuel Prices Rose 35 Sen This Week: Who Is Still Protected by BUDI MADANI?

The Ministry of Finance sets the weekly unsubsidised prices using the Automatic Pricing Mechanism. For this week, all three products below increased by 35 sen a litre.

This does not mean every driver pays the new unsubsidised rate. BUDI eligibility is a separate part of the system.

The BUDI prices are separate from the weekly unsubsidised prices

Eligible BUDI95 users continue to pay RM1.99 per litre for RON95. Eligible BUDI Diesel users continue to pay RM2.10 per litre for diesel. The eligibility is used at the pump with MyKad and remains subject to the monthly limit.

The price gap is a subsidy, not cash paid into your bank account. It also does not make every purchase eligible. Your status, vehicle details and remaining monthly limit still matter.

What the actual-user transfer changes

Before 16 September 2026, BUDI Diesel eligibility could be transferred to an immediate family member who actually used the vehicle. The new rule lets an eligible registered owner apply to transfer it to the individual who actually uses the privately owned diesel vehicle, subject to the Government's checks.

An approved recipient gets their own monthly eligibility. The update says that eligibility can be used to buy subsidised RON95, subsidised diesel or a combination of both.

The transfer is about fuel eligibility. It is not a transfer of the vehicle itself. The registered owner remains the owner.

An owner with more than one registered diesel vehicle may apply for up to three transfer recipients, subject to the number of vehicles and the cross-checks in the application. This does not mean one vehicle can support three separate transfer recipients.

The recipient must be a Malaysian citizen with a valid MyKad and must be eligible for BUDI95. The recipient must also be the actual user of the vehicle; this is not a transfer to any person simply because they ask for it.

For each eligible vehicle, the transfer is allowed once. After approval, the eligibility cannot be transferred back to the registered owner or to another individual except in specified special circumstances. A recipient can receive a transfer from only one registered owner.

If an owner keeps some diesel vehicles untransferred, the owner retains the monthly eligibility for those vehicles. For an eligible pickup or jeep, the registered owner must meet the stated conditions for the additional 100 litres before applying to transfer that vehicle's eligibility.

Transfers approved before 16 September 2026 remain final. This is separate from older transfer applications that were still pending on 15 September, which must be submitted again under the new arrangement.

What the application deadline means

Applications under the new rule opened on 16 September 2026 through the BUDI MADANI portal or at LHDN offices. The official timing rule is tied to the 27th of the month:

1. Submit by the 27th if you want the application considered for use from the first day of the following month.
2. Treat the date as a processing cut-off, not an approval guarantee.
3. For example, an application submitted by 27 September may be processed for use from 1 October, subject to verification.
4. If an earlier transfer application was still pending as at 15 September, submit a new application under the new arrangement.

The owner, recipient and vehicle information you submit is cross-checked with relevant agency records before approval. Keep those details consistent and use the official portal to check the result.

How the monthly litre limit works

From 1 September 2026, the basic monthly BUDI95 and BUDI Diesel limit is 300 litres. Eligible diesel pickup and jeep owners may receive an additional 100 litres, making the limit up to 400 litres a month.

The extra 100 litres is not a universal allowance. It depends on the vehicle type and eligibility. The limit is measured in litres, so it is not the same thing as a monthly cash benefit or a promise that you will use the full amount.

Put the 35 sen increase into your weekly budget

For an unsubsidised purchase, the simple calculation is:

litres bought x RM0.35

A 50-litre fill is RM17.50 more than the previous week's price. A 100-litre fill is RM35 more. These are illustrations for the 17 to 23 September period, not an annual forecast.

Fuel prices can change in the next weekly statement. If you are building a household budget, use your real litres bought and check the next official price update instead of multiplying one week's price across the year.

Check these details before you apply

• Confirm whether the vehicle is an eligible privately owned diesel vehicle and who is listed as the registered owner.
• If someone else uses it, prepare the actual user's details for the transfer application.
• Remember that approval gives the recipient fuel eligibility; it does not change vehicle ownership.
• Check whether the vehicle qualifies for the additional 100 litres. Do not assume every diesel vehicle receives up to 400 litres.
• Submit through the official BUDI MADANI portal or an LHDN office. Use the official portal to check the status after the cross-checks are complete.
